Pilot Implementation of Declaring Export and Import Goods' Waybill Numbers on Customs Declarations

The Ministry of Finance promulgates Decision No. 1593/QD-BTC on the pilot of declaring consignment notes on electronic customs declarations for exported (XK) and imported (NK) goods to manage and supervise goods automatically.

The customs declarant shall declare the criteria on the electronic import and export customs declaration form according to Appendix II Circular 38/2015/TT-BTC and take note:

- Electronic Import Customs Declaration Form: For criteria 1.26 - "Bill of Lading Number": Use the combination "Bill of Lading Date + Bill of Lading Number" to declare in a consecutive manner.

Information entered should not use spaces or special characters such as “*,#, @, /,…”.- Electronic Export Customs Declaration Form: For criteria 2.24 - "Bill of Lading Number":- The customs declarant shall obtain an export cargo management book for the shipment before bringing the goods into the port;- Use the issued export cargo management book to declare in criteria 2.24 on the electronic export customs declaration form.

The pilot application will be implemented at seaports under the management of the Customs Department of Hai Phong City from August 15, 2017.

Decision 1593/QD-BTC takes effect from August 15, 2017.
