Recently, the Prime Minister of Vietnam issued Decision 12/2021/QD-TTg on the issuance of regulations on oil spill response.
According to the Decision, the periods of review and approval of an oil spill response plan in Vietnam are as follows:
- For a plan approved by the National Committee for Search and Rescue of Vietnam, within 30 working days (excluding holidays) from the date of receipt of a complete and valid dossier, the National Committee for Search and Rescue shall be responsible for verifying and issuing the decision on whether the oil spill response plan is approved;
- For the plan put under the approval authority of the People’s Committee of Vietnam, within 20 working days (excluding holidays) from the date of receipt of a complete and valid dossier, the National Committee for Search and Rescue shall be responsible for verifying and issuing the decision on whether the oil spill response plan is approved;
- For the plan put under the approval authority of the People’s Committee of Vietnam, within 15 working days (excluding holidays) from the date of receipt of a complete and valid dossier, the district-level People's Committee shall be responsible for verifying and issuing the decision on whether the oil spill response plan is approved.
