Order of application for consideration and award of the title of People's Doctor and Excellent Doctor in Vietnam

According to Decision 2273/QD-BYT, the order of application for consideration and award of the titles of People's Doctor and Excellent Doctor is as follows:

Step 1: The individual requesting donation consideration will personally or authorize another individual or organization to compile the donation consideration dossier specified in Clause 1, Article 18 of Decree 41/2015/ND-CP and send the application file in person or by post to the grassroots Council (via the Standing Committee of the Council).

Step 2:

Standing committees of grassroots level councils and grassroots level councils shall perform their tasks.

Step 3:

- The ministerial and provincial councils receive the dossiers from the grassroots councils.

- Standing Council at ministerial and provincial levels shall receive and appraise the composition and validity of documents included in the dossier submitted by the grassroots council; receive, consider, and report to the person competent to handle complaints related to the consideration for awarding the title; send documents specified at Point e, Point g, Clause 2, Article 18 of Decree 41/2015/ND-CP  to members of the Council; and organize meetings of the Council.

- Councils at ministerial and provincial levels perform their tasks.

- The ministerial-level Council shall send the dossier for consideration and award of the title of "People's Doctor" to the Party Committee of the Ministry for comments, the Provincial Council shall send the dossier for consideration and award of the title of "People's Doctor" to the Standing Committee of the Provincial Party Committee and the City Party Committee for comments before submitting it to the State Council.

Step 4:

- The State Council receives the dossier from the Council at the ministerial or provincial level.

- Standing State Council shall receive and appraise the composition and validity of documents included in the dossier submitted by the Council at ministerial or provincial level; receive, consider, and report to the person competent to handle complaints related to the consideration for awarding the title; send documents specified at Points e and g, Clause 2, Article 18 of Decree 41/2015/ND-CP to members of the Council; and organize meetings of the Council.

Step 5:

The State Council shall perform the following tasks:

- Meeting and voting by secret ballot to select individuals who are qualified to consider and award the title of "People's Doctor", "Excellent Doctor". Individuals who obtain 90% or more of the votes in favor of the total number of Council members shall be included in the list sent to the Central Committee for Emulation - Commendation for appraisal and submission to the Prime Minister for consideration and submission to the State President for decision;

- Publicly announce the selection results on the Government Portal, the Ministry of Health's Portal, the Health and Life Newspaper within 15 working days;

- In case there are complaints, the Council is responsible for considering and reporting them to the person competent to handle them according to the provisions of law;

- After the notice period expires, the State Council shall complete the dossier for consideration and submit it to the Minister of Health. The Ministry of Health shall send the Central Committee for Emulation and Commendation for appraisal and submission to the Prime Minister for consideration and submission to the State President for decision.
