On July 10, 2017, the Ministry of National Defense promulgated Circular 162/2017/TT-BQP guiding Decree 151/2016/ND-CP regarding policies for Professional Soldiers, Defense Workers, and Defense Public Employees.

Professional soldiers, defense workers, and defense public employees eligible for early retirement will receive a one-time allowance policy as follows:

- An allowance of 03 months of average salary for each year (12 complete months) of early retirement:

Allowance amount = Number of eligible years x 03 months x Average monthly salary

- An allowance of 05 months of average salary for the first 20 years of service. From the 21st year onwards, each year will be compensated with ½ month of average salary:

Allowance amount = {5 months + [(Total years of service - 20 years) x ½ month]} x Average monthly salary

Note: Professional soldiers, defense workers, and defense public employees eligible for early retirement are not subject to pension reduction rates for early retirement.

Circular 162/2017/TT-BQP is effective from August 25, 2017, and the above-mentioned allowance policy is implemented from July 01, 2016.
