Officers Serving as Investigators Even Without Investigative Training

This is a notable content mentioned in Circular 299/2017/TT-BQP which stipulates the appointment, dismissal, and removal from office; issuance and revocation of Certificates for Heads, Deputy Heads of Investigative Agencies, Investigators (DTV), and Investigation Officers in the People's Army.

In special cases, officers who have not been trained in investigation techniques or do not meet the required length of legal service may be appointed as Investigators if they meet the following criteria:

Criteria for Intermediate-Level Investigators:

- Capable of investigating very serious and especially serious cases;- Able to guide investigations for Junior-Level Investigators.

Criteria for Senior-Level Investigators:

- Capable of investigating very serious, especially serious, and complex cases;- Able to guide investigations for Junior-Level and Intermediate-Level Investigators;- Able to research, aggregate, and propose measures to prevent and combat crime.

Circular 299/2017/TT-BQP is effective from January 30, 2018, replacing Circular 78/2007/TT-BQP.
