New Regulations on the Import Procedures for Goods Serving Printing and Minting of Money

On October 5, 2017, the State Bank of Vietnam (SBV) issued Circular 15/2017/TT-NHNN amending and supplementing Circular 18/2014/TT-NHNN on the import of goods under the specialized management of the State Bank of Vietnam.

Presents new regulations on the basis and procedures for importing goods for the purpose of printing and minting money as follows:

The money printing and minting facility shall import goods for printing and minting money based on:

- The written designation and permission from the SBV (State Bank of Vietnam) for the money printing and minting facility to import goods for printing and minting money.- The contract for printing and minting money between the money printing and minting facility and the SBV.

(This differs from the current regulation based on the annual money printing plan, the plan for purchasing paper, ink for money printing, and the plan for purchasing equipment).

The Governor of the SBV authorizes the Director of the Issuance and Treasury Department to issue a written confirmation for the money printing and minting facility to import goods for the activities of printing and minting money, which shall be sent to the Customs Authority to carry out the procedures for importing goods.

Circular 15/2017/TT-NHNN takes effect from November 20, 2017.
