The Ministry of Home Affairs has promulgated Circular 07/2017/TT-BNV guiding the implementation of salary policies for personnel working in cryptographic organizations receiving salaries and allowances from the state budget, replacing Joint Circular 24/2005/TTLT-BNV-BTC.

Policies for living allowances for cipher students who are not military personnel or public security officers have some new points as follows:

Based on the academic results of the school year, provided there are no disciplinary violations, cipher students are entitled to the following living allowance coefficients:

- First year: 0.40;- Second year: 0.45;- Third year: 0.50;- Fourth year: 0.60;- Fifth year: 0.70

In the case of repeating a year, the living allowance will be based on the rate of the repeated school year.

Cipher students who graduate with excellent grades will be promoted to level 2 of the appointed position group;

The period of receiving living allowances for cipher students who have graduated but have not yet been assigned to a job is counted for social insurance (BHXH) and health insurance (BHYT) policies and seniority in cipher work.
