Circular 27/2017/TT-BGDDT stipulates the standards, duties, powers, and assignment of teachers as Chief Supervisors of the Ho Chi Minh Young Pioneers Team in public educational institutions.

To be eligible for selection as the Chief Director of Ho Chi Minh Young Pioneer Organization, teachers must meet the following standards:

- Meet the professional title standards for teachers according to the currently held professional title category.- Standards for primary school teachers are stipulated in Joint Circular 21/2015/TTLT-BGDDT-BNV.- Standards for lower secondary school teachers are stipulated in Joint Circular 22/2015/TTLT-BGDDT-BNV.- Have received training in the Young Pioneer Organization's work along with their teaching specialty or have been provided with professional training in the Young Pioneer Organization’s work.- Have the capability to cooperate with organizations inside and outside the school to organize activities for the Young Pioneers and children’s movements.

In addition to meeting the above standards, teachers with skills in music, fine arts, physical education and sports, presentation, event organization, and communication will be given priority for selection.

Circular 27/2017/TT-BGDDT takes effect from December 24, 2017, replacing the regulations in Section I of Joint Circular 23/TTLT.
