New regulations on duties of seamen working on Vietnamese ships

Circular No. 23/2017/TT-BGTVT on ranks and duties of crew members and registration of crew members working on Vietnamese ships was issued on July 28, 2017 takes effect from September 15, 2017.

Circular No. 23/2017/TT-BGTVT of the Ministry of Transport of Vietnam amends and supplements regulations on duties of seamen working on Vietnamese ships as follows:

- Seamen are divided into 02 groups: able seamen (AB) and ordinary seamen (OS) (in comparison with current regulations, seamen are not divided);

- There are specific duties for each group of seamen. According to this Circular, the AB shall perform the same duties as those of the OS and the 02 following duties:

+ Stand watch and execute the order of the deck officer of the watch;

+ Steer the ship if required.

Moreover, Circular No. 23/2017/TT-BGTVT shall enclose 2 Appendices:

- Appendix I: the specimen of the crew member’s book;

- Appendix II: the specimen of the application form for the crew member’s book.
