New regulations on application for enrollment in maritime pilotage training programs in Vietnam

The application for enrollment in maritime pilotage training programs under Article 9 Circular 27/2016/TT-BGTVT is amended as followed:

(1) Application (for self-applicants) or official letter of recommendation from the managing organization or institution;

- Certified copy of the graduation certificate. For foreign-issued graduation certificates, an additional certified copy or a copy accompanied by the original document is required for verification of the diploma recognition certificate according to the regulations of the Ministry of Education and Training;

- Certified copy or copy accompanied by the original document for verification: Crew member's book; Certificate of professional competence issued by the competent authority of Vietnam or the authorized authority of the country or territory that Vietnam has agreed to recognize;

- Certified copy of the English language certificate;

- Health certificate according to regulations;

- Curriculum vitae with confirmation from the authorized agency or organization;

- For Vietnamese citizens with a foreign-issued certificate of professional competence in maritime pepper, the following additional documents must be submitted:

Documents proving eligibility to participate in the advanced maritime pilotage training programs according to the regulations in Clause 1, Article 8 of Circular 27/2016/TT-BGTVT;

Request letter for exemption, reduction, and documents proving the training content received abroad corresponds to the content of the maritime pilotage training programs as regulated by the Minister of Transport in a document.

(2) The application for enrollment in advanced maritime pilotage training programs includes:

- Official dispatch of recommendations from the managing organization;

- Certified copy of the Class 2 certificate of professional maritime pilotage or equivalent.

- For Vietnamese citizens with a foreign-issued certificate of professional maritime pilotage, the following additional documents must be submitted:

Documents proving eligibility for enrollment in advanced maritime pilotage training programs according to the regulations in Clause 2 of Article 8 of Circular 27/2016/TT-BGTVT.

Request a letter for exemption or reduction and documents proving the training content received abroad corresponds to the content of the maritime pilotage training programs as regulated by the Minister of Transport in a document.

(3) The application for the maritime pilotage training programs for shipmaster’s pilotage includes:

- Application form (for self-applicants) or official dispatch of recommendation from the managing organization;

- Certified copy of the graduation certificate. For foreign-issued graduation certificates, an additional certified copy of the diploma recognition certificate according to the regulations of the Ministry of Education and Training is required;

- Certified copy: Crew member's book; certificate of professional shipmaster issued by the competent authority of Vietnam or the authorized authority of the country or territory that Vietnam has agreed to recognize the issued professional certificate;

- Certified copy of the English language certificate;

- Health certificate according to regulations;

- Curriculum vitae with confirmation from the authorized agency or organization.

Circular 54/2023/TT-BGTVT takes effect on April 1, 2024.
