Vietnam’s new regulations on changes to registered operations of notarization offices from July 1, 2025 

According to the Law, changes to the registered operations of notarization offices shall comply with Article 26 of the Law on Notarization 2024 as follows: 

- Within 10 days upon changes to one of the contents prescribed in Clause 2 Article 25 of the Law on Notarization 2024, notarization offices shall register the changed content at the Departments of Justice where their operations are registered. 

In case of additions to partners or notaries working under labor contracts of notarization offices, notaries may conduct their practice from the date notarization offices receive re-issued certificates of operation registration from Departments of Justice or Department of Justice recognize the changes in the certificates of operation registration of notarization offices. 

Notarization offices may only change the addresses of their headquarters within the scope of administrative divisions of districts where such headquarters are located under decisions to permit the establishment of the People's Committees of provinces. 

Changes to the names of notarization offices shall ensure the requirements prescribed in Clause 4 Article 23 of the Law on Notarization 2024. 

- When notarization offices change their names, addresses of headquarters, or heads of such notarization offices, they shall be entitled to the re-issuance of certificates of operation registration by the Departments of Justice; in case of changes to other registered operations, the Departments of Justice shall recognize the changed content to the certificates of operation registration of notarization offices. 

- Notarization offices with lost or damaged certificates of operation registration shall be entitled to the re-issuance of certificates of operation registration. 

- The Government of Vietnam shall stipulate applications and procedures for changing registered operations of notarization offices and re-issuing certificates of operation registration of notarization offices; the provision of information on registered operations, changes to registered operations, suspension of operations, and termination of operations of notarization offices; announcement of registered operations and termination of operations of notarization offices.
