New regulation of Vietnam on import quotas for poultry eggs and raw tobacco from EEU

On February 20, 2023, the Minister of Industry and Trade of Vietnam promulgated Circular No. 04/2023/TT-BCT on applying tariff-rate quotas for raw tobacco and poultry eggs originating from member nations of the Eurasian Economic Union (EEU) 2023-2027.

Specifically, tariff-rate quotas for poultry eggs and raw tobacco from EEU during 2023-2027 are as follows:

- The tariff-rate quota for poultry eggs 2023-2027:

+ 2023: 11.257 dozen;

+ 2024: 11.820 dozen;

+ 2025: 12.411 dozen;

+ 2026: 13.031 dozen;

+ 2027: 13.683 dozen.

- The tariff-rate quota for raw tobacco 2023-2027 is 500 tonnes/year

Additionally, according to Circular No. 04/2023/TT-BCT, tariff-rate quotas shall be allocated as follows:  

- The tariff-rate quotas for raw tobacco shall be allocated to merchants with cigarette manufacturing licenses issued by the Ministry of Industry and Trade that wish to use imported raw tobacco for cigarette manufacturing.

- The tariff-rate quotas for poultry eggs shall be allocated to merchants that wish to import them.

Circular No. 04/2023/TT-BCT is effective from April 10, 2023 until the end of December 31, 2027.
