New regulation of Vietnam on first-time issuance of identification license plates from August 15, 2023

This is a content of Circular No. 24/2023/TT-BCA dated July 1, 2023 on issuing and revoking the registration and license plates for motor vehicles promulgated by the Minister of Public Security of Vietnam.

New regulation of Vietnam on first-time issuance of identification license plates from August 15, 2023

According to the Circular, the time limit for first-time issuance and re-issuance of identification license plates is as follows:

- First-time issuance of identification license plates: immediately after receiving valid applications for motor vehicle registration.

- Changes to license plates, re-issuance of license plates, issuance of license plates for motor vehicles of winning bids, and re-issuance of identification license plates: within 7 working days after receiving valid applications.

Additionally, according to Circular No. 24/2023/TT-BCA:

- License plates are issued and managed by the identification numbers of their owners (hereinafter referred to as “identification license plates”). Identification license plates are license plates with symbols, serial numbers, sizes of letters and numbers, and colors in compliance with Circular No. 24/2023/TT-BCA.

- If the owner is a Vietnamese citizen, the license plate shall be managed by his/her personal identification number.

If the owner is a foreigner, the license plate shall be managed by his/her foreign identification number established by the electronic identification and verification system or the number of a permanent residence card, temporary residence card, or other identification numbers issued by competent authorities.

If the owner is an organization, the license plate shall be managed by its electronic identification number established by the electronic identification and verification system. In case the identification number of the organization is not yet acquired, the license plate shall be managed by its tax code or establishment decision.

- If the motor vehicle is at the end of its life cycle or damaged, or its ownership right is transferred, the identification number of the owner shall be revoked by the motor vehicle registration agency and may only be re-issued when the owner registers another motor vehicle under his/her ownership.

An identification license plate shall be retained for the owner up to 5 years after its revocation. After the mentioned period, if the owner has yet to register any other motor vehicle, that identification license plate shall be transferred to the license plate storage for registration and issuance to other organizations and individuals as per regulation.

- The owner may retain the identification license plate in cases of transfer of headquarters or residence from one province or centrally affiliated city to another.
