New regulation of Vietnam on construction of safe schools for prevention and control of injuries and accidents

According to the Circular, regulations on the construction of safe schools for the prevention and control of injuries and accidents are as follows:

- Ensure the safety of physical facilities, devices, equipment, documents, and teaching materials for educational activities of the school. 

- Ensure the security and order of the school; prevent and combat school violence, crimes, and social evils; instruct learners to participate in a safe and healthy network environment in compliance with laws.

- Provide education in knowledge and skills in the prevention of drowning; traffic safety; fire prevention and firefighting; response to natural disasters; prevention and control of falls, collisions, electric shocks, and other common types of injuries. 

- Protect and care for the health of learners; prevent and control school epidemics and diseases; ensure food safety; prevent and combat harmful effects of cigarettes and new cigarette products, alcohol, and other addictive substances.

- Implement the code of conduct and democratic regulations in the school; provide education in mental health; provide psychological counseling for learners, and perform social work in the school.

Principles of the construction of safe schools for prevention and control of injuries and accidents 

According to the Circular, regulations on the principles are as follows: 

- It is the focal and recurrent work of each school, prioritized for implementation in conformity with the need for educational development and practical conditions of provinces and schools. 

- Local authorities and communities shall participate in the construction; it is encouraged to promote the active and effective participation of learners, managers, teachers, staff, and parents. 

- The inspection and assessment shall ensure regularity, objectivity, honesty, timeliness, publicity, and transparency.
