New regulation of Vietnam on conditions for exemption from inspection for new motor vehicles effective as of March 22, 2023

On March 21, 2023, the Minister of Transport of Vietnam promulgated Circular No. 2/2023/TT-BGTVT on amendments to Circular No. 16/2021/TT-BGTVT on technical safety inspection and environmental protection of road motor vehicles.

According to the Circular, motor vehicles that satisfy the following conditions shall be eligible for first-time inspection exemption:

- Unused motor vehicles with issued “Records of Factory Release Inspection” for motor vehicles manufactured and assembled domestically or “Certificates of Technical Safety and Environmental Protection for Imported Motor Vehicles” or “Notifications of Technical Safety and Environmental Protection Exemption for Imported Motor Vehicles”;

- Vehicles with an interval between the year of production and the year of application for Inspection Certificates that is less than 2 years;

- Vehicles with valid dossiers as prescribed in Clause 1 Article 6 of Circular No. 16/2021/TT-BGTVT (amended by Circular No. 2/2023/TT-BGTVT).
