New points on the Certificates of land use rights in Vietnam from August 1, 2024

Article 14 of Circular 10/2024/TT-BTNMT regulates the QR code on the Certificate in Vietnam as follows:

- The QR code printed on the Certificate is used to store and display detailed information of the Certificate and information for managing the QR code.

- Information retrieved from the QR code has the same validity as the information on the Certificate, consistent with data in the land database or recorded in cadastral records in areas where a land database has not yet been established.

- The application of providing the QR code on the Certificate must comply with the technical requirements for the QR code 2005 according to the Vietnamese standard TCVN 7322:2009 (ISO/IEC 18004:2006).

- The QR code on the Certificate must be generated and printed on the same software application system managing the local land database and integrated into the national land database.

- The size of the QR code printed on the Certificate is 2.0 cm x 2.0 cm. The QR code is positioned at the top right corner of page 1 of the Land Use Right Certificate, the ownership rights for the property attached to the land in the case of an initially issued Certificate; in case of changes after the Certificate has been issued, the QR code will be displayed at the right corner of the column "Content of changes and legal basis" in section 6 of page 2 of the Certificate.
