The final part of the series "New points of Circulars effective from July 01, 2018" pertains to policies related to the fields of Transportation and Science and Technology.

14. Guidelines on Reporting Contracts for the Transfer of Restricted Technologies

Circular 02/2018/TT-BKHCN stipulates policies on reporting the implementation of technology transfer contracts that belong to the list of restricted technologies; forms of documents in the activities of issuing Technology Transfer Licenses, registering extensions, amendments, and supplements to technology transfer content.

Before December 31 each year, organizations or individuals as stipulated in Clause 3, Article 28 of the Technology Transfer Law must submit reports on the implementation of technology transfer contracts restricted in transfer according to Form 05, sent to the Ministry of Science and Technology.

Report data is taken from December 15 of the previous year until the end of December 14 of the reporting year. In cases where the implementation of the contract is less than one year, the report data will cover the entire period of the technology transfer contract implementation.

Reports can be submitted in written format, including both paper and electronic reports:

- The paper report must be signed by the Head of the unit and sealed according to regulations;- The electronic report must use the .pdf format, with fonts according to the Unicode font set.

15. Local Management Responsibilities for Railway Passages

Local management responsibilities where railways pass through are stipulated in Circular 28/2018/TT-BGTVT, which regulates the connection of road traffic light signals with road signal lights at level crossings, and provides information to support guarding at intersections between roads and railways. Accordingly:

- Check and identify positions that need signal connections and positions that need information to support guarding, propose to the provincial-level People's Committee;- Provide a list of organizations and individuals assigned to perform guarding, receive support information on guarding for the organizations and individuals mentioned in Clauses 1 and 2, Article 7 of Circular 28/2018/TT-BGTVT;- Inspect the reception of guarding support information by the assigned guarding organizations and individuals at self-opened passages;- Protect equipment serving guarding at positions that need guarding;- Summarize and evaluate the implementation of signal connection and information support reception at positions that need guarding in the locality.

Circular 28/2018/TT-BGTVT was issued on May 14, 2018.

16. Prohibition of Stopping and Parking within Level Crossing Areas

This is a noteworthy content stipulated in Circular 25/2018/TT-BGTVT on level crossings and the issuance of construction permits for essential works within railway land.

Road traffic vehicles are not allowed to turn, park, or stop within the area between the two "Stop Line" markings at level crossings. Vehicles must park or stop at a minimum distance of 1.75 meters from the outer edge of the outermost rail.

In case of vehicle breakdown or accidents that cannot be moved to the aforementioned safe area, the driver must find a way to signal the train to stop before the obstacle. The signaling measures for the train to stop before the obstacle are detailed in Appendix 6 of Circular 25/2018/TT-BGTVT.
