Continuing from Part 1, Thu Ky Luat would like to continue introducing Part 2 with 4 regulations related to fields such as forensic techniques, finance, and healthcare.
5. Number of investigators and prosecutors during autopsy, necropsy, and exhumation of corpses
Circular 49/2017/TT-BCA provides detailed policies on allowances for forensic assessment in the field of criminal techniques; the composition and number of persons performing tasks during forensic assessment in cases of autopsy, necropsy, and exhumation of corpses.
Notably, the regulation on the composition and number of persons performing tasks in cases of autopsy, necropsy, and exhumation of corpses is specifically as follows:
- Investigators and prosecutors:- Assign 1 investigator and 1 prosecutor for cases under the jurisdiction of the district-level police;- Assign no more than 2 investigators and 2 prosecutors for cases under the jurisdiction of the provincial-level police and higher authorities.- Forensic technicians: no more than 3 persons per corpse.- Judge: 1 person when it is necessary for them to participate according to procedural law.
6. List of infectious diseases and vaccination schedule for children
On October 17, 2017, the Ministry of Health issued Circular 38/2017/TT-BYT which stipulates the list of infectious diseases, scope, and subjects required to use mandatory vaccines and medical biologics.
The use of mandatory vaccines in the Expanded Program on Immunization is applied to the following subjects:
- Newborns: vaccinated against hepatitis B;- Children under 1 year old: vaccinated against hepatitis B, tuberculosis, diphtheria, whooping cough, tetanus, poliomyelitis, Haemophilus influenzae type b, measles;- Children under 2 years old: vaccinated against diphtheria, whooping cough, tetanus, measles, rubella;- Children from 1 to 5 years old: vaccinated against Japanese encephalitis B;- Pregnant women: vaccinated against tetanus.

7. From January 1, 2018, calculate bank interest based on the convention of 1 year = 365 days
This is a noteworthy new point stipulated in Circular 14/2017/TT-NHNN, which regulates the method of calculating interest in deposit-taking and credit-granting activities between credit institutions and banks.
The interest rate for interest calculation is converted to an annual rate (%/year) and a year is defined as three hundred and sixty-five days (the old regulation in Decision 652/2001/QD-NHNN was 1 year = 360 days).
The formula for calculating the interest amount in specific cases is as follows:
- Daily interest amount = (Actual balance x Interest rate)/365;- Interest amount for the interest calculation period = total daily interest amount for all days in the interest calculation period;- For deposits and credits with an actual balance maintained for more than 1 day in the interest calculation period, the following formula applies:- Interest amount = ∑(Actual balance x Number of days maintaining actual balance x Interest rate)/365.

8. Establishment of 3 councils to supervise the destruction of non-standard circulation money
The destruction of non-standard circulation money is supervised by 3 councils, including 1 general supervisory council and 2 regional supervisory councils, specifically:
- General Supervisory Council;- Northern Destruction Cluster Supervision (Central warehouse in Hanoi);- Southern Destruction Cluster Supervision (Central warehouse in Ho Chi Minh City).
Additionally, there is a Working Group to assist the Supervisory Council, comprising officials from the State Bank of Vietnam seconded by the decision of the Supervisory Council Chairman. The Working Group includes a Head, a Deputy Head, and members.
The above-mentioned contents are based on Circular 07/2017/TT-NHNN, which regulates the supervision of the destruction of non-standard circulation money, damaged printed money, and damaged minted money.
Circular 07/2017/TT-NHNN replaces Circular 29/2012/TT-NHNN.
