Recently, the Ministry of Transport issued Circular 26/2018/TT-BGTVT stipulating the conditions, order, and procedures for connecting urban railway tracks, dedicated railway tracks with national railway tracks; and the connection of tracks for urban railway lines.

From July 1, 2018, organizations and individuals wishing to connect railway lines must submit 01 set of application documents to request a connection permit, including:

- Connection permit application form from the investor (per the template);- Copies of:

- Investment decision for the railway line connection project;- Technical design dossier - construction drawing of the works and approved environmental protection and fire prevention and fighting dossiers, accompanied by the approval decision;- Construction execution plan for connecting the works and measures to ensure construction safety, environmental protection, and fire prevention and fighting;- Train operation plan on the connected railway line and measures to ensure traffic safety after the connection.

Different from current regulations: It does not require submission of the environmental protection, fire prevention and fighting dossiers, construction execution plan, or train operation plan.
