New points in requirements for factories and warehouse containing hazardous chemicals in Vietnam

The amendments to the requirements for factories and warehouse containing hazardous chemicals in Vietnam include, for example:

- Amend point 5.1 as follows: factories and warehouse containing hazardous chemicals, when designing new constructions or renovations, must comply with TCVN 4604:2012, TCVN 3890:2023, and relevant legal regulations, in accordance with the nature, scale, and technology of the production and storage of chemicals.

(Currently, according to QCVN 05:2020/BCT, factories and warehouse containing hazardous chemicals, when designing new constructions or renovations, must comply with the regulations in QCVN 06:2020/BXD; TCVN 4604:2012, and other relevant legal regulations, suitable to the nature, scale, and technology of the production and storage of chemicals.)

- Repeal point 5.2 (The roads and escape routes of factories and warehouse containing chemicals must be designed and built in accordance with the regulations in QCVN 06:2020/BXD and current regulations in Vietnam)

- Amend point 5.8 as follows: factories and warehouse containing hazardous chemicals with either length or width from 3m or more (≥ 3m) must have at least two doors, including one entrance and one emergency exit. The emergency exit must not be installed on the same side as the entrance, must be able to open from the inside, and must be equipped with a guiding sign.

factories and warehouse with both length and width less than 3m are not required to have an emergency exit.

(Currently, according to QCVN 05:2020/BCT, factories and warehouse with hazardous chemicals must have at least 2 entrances. The entrances, emergency exits, and pedestrian walkways must not be obstructed.)

More details can be found in Circular 19/2024/TT-BCT which comes into effect in Vietnam from April 15, 2025.

Note: factories and warehouse containing hazardous chemicals in Vietnam that have been put into operation before April 15, 2025, must comply with the requirements of Amendment 1:2024 QCVN 05A:2020/BCT no later than April 15, 2026.
