On July 27, 2022, the Minister of Finance of Vietnam issued Circular 45/2022/TT- BTC amending Circular 143/2015/TT-BTC stipulating customs procedures and management of cars and motorcycles of subjects permitted to import or temporarily import for non-commercial purposes.
According to the Circular, changes in the import and temporary import documents for cars for non-commercial purposes in Vietnam are as follows:
(1) Declaration of imported goods according to the information specified in Form No. 01-Declaration of imported goods Appendix I issued together with Circular 39/2018/TT-BTC
In case of implementation on the paper customs declaration according to Clause 12, Article 1 of Decree 59/2018/ND-CP, the declarant declares and submits three originals of the customs declaration in accordance with the form HQ/2015/NK Appendix IV, issued together with Circular 38/2015/TT-BTC (New point).
(2) Bill of lading or equivalent transport document: 1 photocopy;
(3) Registration certificate for inspection of imported motor vehicles for quality, technical safety, and environmental protection: 01 original;
(4) Power of attorney granted by the subject in Circular 143/2015/TT-BTC Clauses 1, 2, 3, and 4 to other organizations and individuals in Vietnam to carry out import and temporary import procedures for vehicles (if any): 01 original;
(5) Gift vouchers, gifts, samples, and movable property (if any)(New point)
(In comparison to the current situation, there is no longer a regulation on import permits or temporary car imports.)
Note:
If the original or a photocopy is not specified, a photocopy may be submitted.
If it is sent by a specialized inspection agency through the National Single Window Portal, it is not required to pay when carrying out customs procedures for:
-Registration of quality inspection, technical safety, and environmental protection of imported motor vehicles.
-Certificate of quality, technical safety, and environmental protection of imported motor vehicles.
Circular 45/2022/TT-BTC takes effect from September 10, 2022.
