New organizational structure of the Ministry of Home Affairs of Vietnam

The Government of Vietnam has just issued Decree No. 34/2017/NĐ-CP defining the functions, tasks, powers and organizational structure of the Ministry of Home Affairs.

Currently, there are only 22 affiliated units instead of 24 units as before in the organizational structure of the Ministry of Home Affairs of Vietnam. This change is due to the fact that Hanoi University of Home Affairs and the School of Training School on Home Affairs have been removed from the organizational structure of the Ministry of Home Affairs.

According to new regulations, regarding payroll management and personnel streamlining, the Ministry of Home Affairs have the following responsibilities:

- To appraise target personnel of streamlining plans of ministries, ministerial-level agencies, government-attached agencies, Government- or Prime Minister-established organizations and provincial-level People’s Committees;

- To guide and inspect the management and use of civil servant payrolls;

- To sum up and report to the Government, Prime Minister and competent agencies on civil servant payrolls, the number of employees of public non-business units and the personnel streamlining of state agencies and public non-business units nationwide.

Decree No. 34/2017/NĐ-CP of Vietnam’s Government comes into force from April 03, 2017, replacing Decree No. 58/2014/NĐ-CP.
