New Instructions on Reviewing, Evaluating, and Categorizing Communist Party Members

The Central Organization Committee has just issued Guidance 21-HD/BTCTW dated October 18, 2019 on the annual review, evaluation, and quality classification for party organizations, party members, and collectives and individuals who are leaders and managers at all levels.

Issuance of the framework standards for quality levels, in which a Communist Party member is assessed as not fulfilling the task in one of the following cases:

- As a Communist Party member does not achieve the level of “Complete task”.- The competent authority's conclusive assessment indicates signs of political, ethical, lifestyle degradation, “self-evolution”, “self-transformation”.- Completes less than 50% of the targets and tasks assigned in the year.- The Communist Party member is an official or public employee classified at the level of "Not completing the task".- The Communist Party member is disciplined within the year (a violation handled once when classified).
