On November 29, 2021, the Central Inspection Committee of Vietnam promulgated Instruction 02-HD/UBKTTW on implementing the regulation on what Party members cannot do.
According to tthe Guidance, guiding the implementation of the regulation on 19 things Party members cannot do, including:
Article 1: Speak, write, contravene or fail to implement the Party's political platform, Charter, resolutions, directives... of the Party; do things that are not allowed by law.
Article 2: Failure to comply with the Party's principles of organization and operation; to stand for self-nomination, to receive nominations and to nominate titles of state organizations, Fatherland Front, mass organizations of the Party and State without the permission of the Party organization.
Article 3: Opposing, denying and distorting Marxism-Leninism and Ho Chi Minh's thought; failing to fulfill the responsibility of setting an example; individualism, opportunism, self-interest; "terminal thinking", unity in the direction, formal democracy, seeing right not defending, seeing wrong not fighting; authoritarian, autocratic, bureaucratic, far from the masses.
Article 4: Providing, disclosing, losing or writing articles, posting confidential information and documents of the Party and the State or things that have not been allowed to be disclosed; hoarding, propagating or inciting others to propagate and distribute information in any form to spread information and views contrary to the Party's guidelines and guidelines...
