Recently, the Government of Vietnam issued Decree 115/2020/ND-CP on recruitment, employment, and management of Vietnamese public employees.
From September 29, 2020, depending on the professional qualifications, Vietnamese public employees are classified as follows:
- Public employees holding professional titles requiring a doctoral degree;
- Public employees holding professional titles requiring a master's degree;
- Public employees holding professional titles requiring a Bachelor's degree;
- Public employees holding professional titles requiring a college degree;
- Public employees holding professional titles requiring an intermediate degree.
At the same time, this Decree also classifies managerial public employees and non-managerial public employees as follows:
- Managerial public employees are individuals appointed to a temporary management position, responsible for overseeing and organizing the implementation of one or several tasks within the public service provider and receiving a management allowance;
- Non-managerial public employees are individuals who only perform professional tasks according to their professional titles within the public service provider.
