National technical regulations on marine pollution prevention systems of ships effective from December 1, 2024 in Vietnam

The Minister of Transport of Vietnam promulgates Circular 14/2024/TT-BGTVT dated May 29, 2024, on National Technical Regulations on marine pollution prevention systems of ships.

National technical regulations on marine pollution prevention systems of ships effective from December 1, 2024 in Vietnam

The general provisions in the National Technical Regulation on Marine Pollution Prevention Systems of Ships issued together with Circular 14/2024/TT-BGTVT are as follows:

- The relevant requirements in the National Technical Regulation on the Classification and Construction of Steel-Hulled Sea-Going Ships shall apply to materials, equipment, installation, and workmanship of marine pollution prevention equipment unless there are other requirements set forth in the National Technical Regulation on Marine Pollution Prevention Systems of Ships issued together with Circular 14/2024/TT-BGTVT.

- Other pollution prevention equipment that is not mandated by the National Technical Regulation on Marine Pollution Prevention Systems of Ships issued together with Circular 14/2024/TT-BGTVT, if installed, must also comply with the requirements deemed appropriate by the Registry.

- In cases of special reasons where certain requirements of the Regulation cannot be met, the structure and pollution prevention equipment of the ship may comply with other requirements deemed suitable by the Registry, based on the Regulation's requirements.

- In cases where the National Technical Regulation on Marine Pollution Prevention Systems of Ships issued together with Circular 14/2024/TT-BGTVT does not specify detailed technical standards, calculation methods, or inspection methods, the shipowner or representative of the shipowner may request the Registry to apply the relevant provisions in the guidelines and codes of the International Association of Classification Societies (IACS) and the guidelines and codes of the International Maritime Organization (IMO).

More details can be found in Circular 14/2024/TT-BGTVT, effective from December 1, 2024, which repeals Circular 09/2019/TT-BGTVT.
