On April 4, 2017, the Ministry of Information and Communications issued Circular 02/2017/TT-BTTTT, accompanied by the National Technical Regulations on the data message structure for citizen exchanges with the National Database on Population (QCVN 109:2017/BTTTT).

QCVN 109:2017/BTTTT stipulates technical requirements for the structure of citizen data messages exchanged between the National Population Database Management System and information systems connected to the National Population Database for exchanging citizen data, applicable to:

- The agency managing the National Population Database;- State agencies, organizations, and individuals with information systems connected to provide and use data from the National Population Database.

The exchanged citizen data messages must be encrypted in XML language, complying with and explicitly referencing the structure schema of citizen data messages.
