National technical regulation on constructions accessibility in Vietnam

Issued together with Circular 06/2024/TT-BXD on National technical regulation on constructions accessibility in Vietnam, code QCVN 10:2024/BXD.

QCVN 10:2024/BXD stipulates mandatory technical requirements to be complied with when constructing new or renovating existing buildings to ensure accessibility for individuals with difficulties accessing and using these facilities.

Note: For historical sites that require preservation, older buildings that cannot be renovated must have solutions to assist individuals with difficulties in accessing.

Individuals with difficulties in accessing are defined as follows:

- Elderly individuals with reduced bodily functions.

- Individuals temporarily facing movement difficulties.

- Persons with disabilities.

The disability categories mentioned in QCVN 10:2024/BXD include:

- Persons with mobility impairments.

- Persons with hearing or speech impairments.

- Persons with vision impairments.

Construction works that must ensure accessibility for individuals with difficulties include:

(1) Apartment buildings;

(2) Public facilities:

- Educational, training, and research facilities;

- Headquarters and office buildings;

- Healthcare facilities;

- Sports facilities;

- Cultural facilities;

- Commercial and service facilities.

(3) Urban technical infrastructure facilities:

- Urban transport facilities: stations, ports, bus terminals, streets and sidewalks, pedestrian underpasses, pedestrian overpasses;- Other urban technical infrastructure and amenities (funeral homes, cemeteries, public restrooms, parks, bus stops, ATMs, public internet access points).

QCVN 10:2024/BXD applies to organizations and individuals involved in the investment, construction, management, and use of the aforementioned facilities.

More details can be found in Circular 06/2024/TT-BXD, which comes into force in Vietnam from February 1, 2025.
