National Technical Regulation of Vietnam on Fire Protection Equipment

On October 30, 2023, the Minister of Public Security of Vietnam promulgated Circular No. 56/2023/TT-BCA on the National Technical Regulation on Fire Protection Equipment – QCVN 03:2023/BCA.

Scope of QCVN 03:2023/BCA

- QCVN 03:2023/BCA provides for the limits of technical specifications and management of the inspection of fire protection equipment in the list subject to fire protection inspection according to laws before being introduced into circulation in Vietnam.

- QCVN 03:2023/BCA does not apply to fire protection equipment imported in the form of sample products or products for exhibition or display or fire protection equipment temporarily imported and not for sale in Vietnam.

General requirements for fire protection equipment

General requirements for fire protection equipment are as follows:

- Types of fire protection equipment declared by manufacturers and importers shall conform to the list of fire protection equipment prescribed in Part 2 of the National Technical Regulation QCVN 03:2023/BCA.

If the types of fire protection equipment has not been clearly defined, manufacturers and importers shall cooperate with competent authorities in identifying them.

- Fire protection equipment shall be managed, preserved, and maintained according to laws, relevant technical standards, technical regulations, or manufacturers’ instructions.

- Fire protection equipment shall be inspected according to regulations of the National Technical Regulation QCVN 03:2023/BCA and regulations prescribed in relevant legislative documents on firefighting and fire prevention.
