National plan on the management and phase-out of ozone-depleting substances and controlled greenhouse gases in Vietnam

On June 11, 2024, the Prime Minister of Vietnam issued Decision 496/QD-TTg - National Plan for the management and elimination of substances that deplete the ozone layer and controlled greenhouse gases.

The goals of the National plan on the management and phase-out of ozone-depleting substances and controlled greenhouse gases in Vietnam are as follows:

(1) General Objective

Effectively manage and eliminate ozone-depleting substances and controlled greenhouse gases in accordance with the implementation roadmap of the Montreal Protocol through solutions that enhance the management and elimination of such controlled substances, transition technologies, and use substances with low or zero global warming potential (GWP), and implement sustainable cooling solutions, striving to reduce emissions by 11.2 million tons of CO2 equivalent by 2045 from activities that eliminate controlled substances.

(2) Specific Objectives by 2045

- On the management and elimination of controlled substances

Effectively commit to not producing, importing, temporarily importing, re-exporting, and consuming substances; products, and equipment containing or produced from Bromochloromethane, CTC, CFC, Halon, HBFC, Methyl chloroform, HCFC 141b, and HCFC-141b pre-mixed in polyol; not import and export other HCFC substances from 2040. Only import and use Methyl bromide for the purpose of sterilization and quarantine of export goods. Gradually reduce the consumption of HFC substances and maintain it at 20% of the base consumption level from 2045.

- On the management of products and equipment utilizing HCFC and HFC substances according to their global warming potential (GWP)

Products and equipment manufactured and imported using controlled substances with GWP are reduced according to the roadmap specified in Section III of this Decision. Improve the average energy efficiency of equipment manufactured and imported using controlled substances by 2030, aiming to achieve 50% compared to 2022.

- On the lifecycle management of controlled substances

Technicians performing installation, operation, maintenance, and repair activities of products and equipment containing controlled substances shall have degrees, certificates, and certificates in conformity with regulations. Controlled substances are collected, stored, transported, reused, and recycled meeting technical requirements; if recycled substances do not meet technical requirements, they will be processed for destruction according to regulations. Disseminate and replicate models for creating carbon credits from the recycling and handling of controlled substances.

- On sustainable cooling

Requirements for reducing urban heat island effects and resisting extreme heat waves are researched and integrated into national and provincial urban development programs, national and local climate change response action plans, provincial planning, and related provincial sectoral plans. Sustainable cooling activities are implemented in special urban areas, class I, and class II urban areas.

New construction achieves certification for green buildings, energy-efficient buildings in design, construction, and operation; new buildings meet technical standards in design and construction, achieving net-zero energy (NZEB); increase the average green space per urban resident. Disseminate and replicate models of sustainable cooling, business models for cooling services in urban areas, residential areas, office buildings, commercial buildings, and public works.
