On December 29, 2023, the Minister of Natural Resources and Environment issued Circular 26/2023/TT-BTNMT on monitoring techniques using remote sensing technology for a number of contents and items in open pit mining.
Regulations on analysis, synthesis, and determination of location and scope of monitoring contents are as follows:
- Content:
+ Integrate professional data from related documents;
+ Analyze and synthesize data; compare the scope of mineral exploitation areas extracted from photos with licensed areas to serve as a basis for delineating illegal or illegal mineral exploitation areas;
+ Analyze and synthesize data; compare the scope of auxiliary works extracted from photos with the area determined according to the approved environmental impact assessment report as a basis for detecting violations;
+ Calculate the area of illegal or illegal mineral exploitation or areas with violations of auxiliary works compared to the approved environmental impact assessment report;
+ Edit and present according to detailed technical design;
+ Check, repair, and perfect products.
- Technical requirements:
+ Identify locations with fluctuations between periods in mineral exploitation and auxiliary works of 1 mm or more for clear areas and 1.5 mm or more for unclear areas calculated according to map scale;
+ Identify areas with illegal or illegal mineral mining activities or areas with violations of auxiliary works compared to the approved environmental impact assessment report of 1 mm or more for clear areas and 1.5 mm or more for unclear areas calculated according to map scale.
Circular 26/2023/TT-BTNMT takes effect on February 15, 2024.
