Ministry of Natural Resources and Environment of Vietnam’ technical guidelines on classification of solid domestic waste

According to the Official Dispatch, the Ministry of Natural Resources and Environment of Vietnam requests People’s Committees of provinces and centrally affiliated cities to implement several contents for the local implementation of regulations on the classification of domestic solid waste as follows:

- Study and apply the Technical Guidelines on the classification of domestic solid waste (enclosed with Official Dispatch No. 9368/BTNMT-KSON dated November 2, 2023) to develop plans and implement the classification of domestic solid waste from households and individuals in provinces in conformity with regulations of the Law on Environmental Protection and its guiding documents while paying attention to the following contents:

+ The classification of domestic solid waste aims to promote the reuse and recycling of waste and discarded products and make full use of the value and extend the useful life of products and materials; agencies, organizations, residential communities, households, and individuals are encouraged to participate in the program on recycling and treatment of waste of producers and importers according to the Law on Environmental Protection and its guiding documents, minimizing the waste subject to treatment.

The classification of domestic solid waste must be appropriate to the current technical infrastructure for environmental protection and waste treatment technology and have natural and socio-economic conditions appropriate to the contents of the management of waste in provincial planning, national environmental protection planning, and financial resources of provinces.

- People’s Committees of provinces and centrally affiliated cities shall disseminate and universalize the classification of domestic solid waste to agencies, organizations, residential communities, households, and individuals and implement the classification by December 31, 2024.
