Ministry of Natural Resources and Environment of Vietnam’s guideline on specific land price determination for provinces

According to the Official Dispatch, regarding specific land price determination, to ensure the approval time of specific land prices prescribed in Clause 1 Article 2 of Decree No. 10/2023/ND-CP, the Ministry of  Natural Resources and Environment of Vietnam requests People’s Committees of provinces and centrally affiliated cities to:

- Direct the implementation of the following tasks before any decision to assign, lease, or permit the repurposing of land:

+ Agencies of natural resources and environment shall, based on applications for assessment of land use needs and conditions for assigning, leasing, and permitting the repurposing of land, prepare estimates of the budget for specific land valuation prices and select providers of land price determination advisory services according to laws on procurement.  

+ Tax authorities, land registration offices, land fund development centers, and relevant agencies shall provide information for the selected advisory units for swift and timely land valuation.

- Agencies of natural resources and environment shall request advisory units to compare information on the complex of parcels or parcels subject to valuation with applications and decisions on land assignment, lease, or repurposing permission to ensure the accuracy and consistency of information and data for land valuation and urgently issue certificates of land valuation for assessment and decisions on land prices.

- Direct land prince assessment councils, professional agencies, and advisory units to urgently determine land prices after the issuance of decisions to assign, lease, or permit the repurposing of land; and perform well contents prescribed in Official Dispatch No. 1856/BTNMT-QHPTTND dated March 22, 2023 on strengthening the rectification of state management of land prices.

- Direct financial agencies to promptly allocate funds for payments to land price determination advisory units after the completion of advisory service contracts.
