Ministry of Industry and Trade of Vietnam’s list of potentially unsafe commodities 

According to the Circular, the list of potentially unsafe commodities under the management of the Ministry of Industry and Trade of Vietnam includes:

(1) Explosive precursors

- Ammonium nitrate (NH4NO3) in crystalline form for production of emulsion explosive;

- Ammonium nitrate (NH4NO3) in porous pills for production of ANFO explosive

- Sodium nitrate (NaNO3) for production of industrial explosive materials; 

- Sodium chlorate (NaClO3) for production of industrial explosive materials; 

- Potassium nitrate (KNO3) for production of industrial explosive materials;

- Potassium chlorate (KClO3) for production of industrial explosive materials; 

- Potassium perchlorate (KClO4) for production of industrial explosive materials. 

(2) Industrial explosive materials 

- Amonite explosive AD1;

- TNP1 explosives;

- Bulk emulsion explosives in packages;

- Oversize rock blasting;

- Powder explosive without TNT use in open-cast;

- High-energy emulsion explosives for use in opencast;

- Emulsion explosives use in open-cast;

- Emulsion explosives for use in underground mines contained super methane escape; 

- Emulsion explosives for use in underground mines contained explosive gas;

- ANFO explosives;

- Water resistant ANFO explosives;

- Primer for industrial explosives;

- Emulsion explosives for blasting in underground mines without detonation gas and dust;

- Bulk emulsion explosives;

- Increase primer for industrial explosives;

- Trinitrotoluen explosive; 

- Hexogen explosives;

- Industrial safety fuse;

- Shock signal tubing;

- Water resistance detonating cords;

- Detonating cords;

- Plain detonator No. 8;

- Non-electric in-hole delay detonator;

- Non-electric surface delay detonator for opencast; underground mine, underground construction without combustible gases;

- Non-electric delay detonator for underground mine, underground construction without combustible gases;

- Permissible non-electrical delay detonator for using in underground mine in present of methane gas

- None-electric detonator (LIL coil);

- None-electric millisecond delay detonator MS;

- None-electric second delay detonator LP;

- Electric detonator No. 8; 

- Delay electric detonator; 

- Safety delay electric detonator;
