Recently, the Ministry of Health issued Official Dispatch 744/BYT-BH providing comments on the contents of Official Dispatch 4996/BHXH-CSYT and Official Dispatch 5219/BHXH-CSYT from Vietnam Social Security regarding the implementation of Decree 146/2018/ND-CP.
The Ministry of Health has provided comments regarding the regulation of individuals holding health insurance cards seeking medical examination and treatment (MET) not according to the designated route as guided in section 3.2 of Official Dispatch 4996/BHXH-CSYT as follows:
- Seeking MET not according to the designated route is understood as “self-reporting to MET at healthcare facilities that are not the initial registered MET place indicated on the health insurance card” is incomplete and lacks cases already identified in current regulations and in Clause 3, Article 14, Article 15 of Decree 146/2018/ND-CP;- The requirement for MET facilities to specify reasons for eligibility for referral is unnecessary and not in accordance with the content of the health insurance MET referral form;- Requiring MET facilities to lookup on the electronic inspection portal to determine if the patient has received health insurance according to the correct route or not is inappropriate, causing administrative difficulties for MET facilities and patients.
