On March 1, 2024, the Ministry of Health of Vietnam issued Official Dispatch 917/BYT-BH regarding the implementation of Decree 75/2023/ND-CP amending Decree 146/2018/ND-CP detailing and guiding the implementation of certain provisions of Law on Health Insurance 2008.
To be specific, the Ministry of Health of Vietnam has provided guidance on determining group of health insurance policyholders whose contributions are paid by the state budget as stipulated in Decree 75/2023/ND-CP as follows:
According to the provisions at point c, clause 2, Article 1 of Decree 75/2023/ND-CP, ethnic minorities living in areas of category II and category III communes, particularly difficult hamlets in ethnic minority and mountainous areas during the 2016-2020 period, where these communes are no longer listed as category II and category III communes, or particularly difficult hamlets in ethnic minority and mountainous areas for the 2021-2025 period, as decided by the Prime Minister, belong to the group eligible for state budget support for health insurance premiums, in which:
- In the case where ethnic minorities are living in areas of category II and category III communes, particularly difficult hamlets in ethnic minority and mountainous areas but have been renamed or merged with category I communes from the 2016-2020 period to the 2021-2025 period are still classified as category I communes as per the Prime Minister's decision, they are not eligible for state budget support for health insurance premiums.
- In the case where ethnic minorities are living in areas of category II and category III communes, particularly difficult hamlets in ethnic minority and mountainous areas during the 2016-2020 period but are merged with category I communes during the 2021-2025 period, they will continue to be eligible for state budget support for health insurance premiums.
- In the case where ethnic minorities are living in areas of category II and category III communes, particularly difficult hamlets in ethnic minority and mountainous areas during the 2016-2020 period and during the 2021-2025 period are still classified as category II and category III communes, particularly difficult hamlets but are recognized as meeting new rural standards and are classified as new rural communes, they are not eligible for state budget support for health insurance premiums.
