The Ministry of Education and Training of Vietnam issued Directive 733/CT-BGDĐT dated May 10, 2023 on rectification and implementation of regulations related to the removal of paper household registration books and paper temporary residence books when performing administrative procedures and providing public services in the field of education.
Specifically, the Ministry of Education and Training of Vietnam directs the Director of the Department of Education and Training to direct and organize the inspection and timely handling of violations of regulations on the cancellation of the requirement to submit and present household registration books and temporary residence books when receiving and handling administrative procedures and public services in the field of education.
In addition, the Ministry of Education and Training of Vietnam requires the state management agencies in charge of education at all levels to strictly implement the non-stipulation (or requirement) that individuals and organizations submit or produce a paper household registration book or temporary residence book in addition to the required documents when performing administrative procedures and providing public services in the field of education.
Localities and educational institutions have connected to the National Database on Population, ensuring conditions to exploit and use information about the population, individuals and organizations are not required to submit or present other papers to prove their residence information such as certificate of residence information, personal identification number notification, etc., when performing administrative procedures and public services in the field of education.
Strengthening the direction and guidance of preschool, general and continuing education institutions, higher education institutions, pedagogical colleges, and related units in strictly implementing the fact that individuals and organizations are not required to submit or produce paper household registration books and temporary residence books when receiving and handling administrative procedures and public services in the field of education.
Promoting communication to civil servants, public officials at all levels of education management, teachers, lecturers, and staff in preschool, general education, continuing education, and higher education institutions. Pedagogical colleges and related units are not allowed to ask individuals or organizations to submit or present household registration books and paper temporary residence books when performing administrative procedures and public services in the field of education.
At the same time, publicly posting administrative procedures at agencies and units that are responsible for directly receiving and handling administrative procedures in their localities and educational institutions will let people know that it is not required to submit or present a paper household registration book or temporary residence book when performing administrative procedures and providing public services in the field of education.
