On October 31, 2024, the Ministry of Education and Training of Vietnam issued Official Dispatch 2741/BGDDT-KHTC regarding the payment of tuition fees through cashless payment methods.

To implement the Scheme for Developing Cashless Payment in Vietnam (according to Decision 1813/QD-TTg 2021), the Ministry of Education and Training of Vietnam requests ministries, central agencies, and the People's Committees of provinces and central-affiliated cities to thoroughly inform educational institutions to continue implementing Official Dispatch 2741/BGDDT-KHTC 2022 regarding the guidance on implementing cashless payment of tuition fees, and to continue promoting solutions for cashless tuition payment. Particularly, attention should be paid to the contents specified in Official Dispatch 7030/BGDDT-KHTC 2024 as follows:

- Regarding the collection of tuition fees, admission fees, and other charges: urgently cooperate with credit institutions, payment intermediaries, and relevant units to implement the collection of tuition, admission fees, and other charges using cashless payment methods, specifically:

+ Be prepared with facilities for cashless payment, integrate the payment module within school and educational institution management software;

+ Collaborate with banks, credit institutions, and payment intermediaries to standardize non-cash payment information forms for tuition and educational service fees, which must include at least the heads of information (according to Decision 4597/QD-BGDDT 2022, which promulgates technical regulations on data for cashless payment of tuition and educational service fees).

+ Arrange organizations or individuals to guide and support parents, students, and related partners in executing cashless payments for tuition and educational services, facilitating convenience for learners and their families; maximize the number and value of cashless payments in the total number and value of transactions at educational institutions.

- For the collection of tuition fees, admission fees, and other charges: urgently cooperate with credit institutions, payment intermediaries, and relevant units to implement the collection of tuition, admission fees, and other charges using cashless payment methods

- Continue to promote digital transformation, the application of information technology to connect and integrate data with credit institutions and payment intermediaries, providing learners with cashless payment services, with an emphasis on implementing online payment methods to facilitate public transactions. Additionally, implement measures to ensure the safety and security of payment transactions, focusing on managing and protecting personal data as per the regulations in Decree 13/2023/ND-CP by the Government of Vietnam on personal data protection.

Furthermore, the connection and integration of educational institution information systems with payment service/payment intermediary providers should aim to maximize convenience for payment performers, allowing multiple payment service providers and payment methods as options.
