On November 15, 2024, the Minister of Transport of Vietnam issued Circular 38/2024/TT-BGTVT stipulating the speed and safe distance for motor vehicles and specialized vehicles participating in road traffic.
According to Circular 38/2024/TT-BGTVT, the maximum operational speed is the greatest speed value allowed for vehicles participating in traffic on roads to ensure traffic safety and efficient road usage.
The minimum operational speed is the smallest speed value allowed for vehicles participating in traffic on roads to ensure traffic safety and efficient road usage.
In detail, the minimum and maximum speed limits for motor vehicles on highways are regulated as follows:
- Highways must have signage indicating the maximum and minimum operational speeds.
- The maximum allowable operational speed on highways is 120 km/h.
- The minimum allowable operational speed on highways is 60 km/h. In cases where the highway is designed for 60 km/h, the minimum operational speed is implemented according to the traffic organization plan approved by the competent authority.
- The maximum and minimum allowable operational speeds on highways, including entrance and exit ramps, are determined in the traffic organization plan approved by the competent authority.
Additionally, Circular 38/2024/TT-BGTVT also stipulates that the design speed of highways is the velocity value used to calculate the technical criteria of highways, determined according to the highway grade.
When designing highways, different design speeds may be applied for different sections, but must ensure the requirements regarding the length of transition sections and intermediate design speeds between sections.
