On July 18, 2021, the Ministry of Labor, War Invalids and Social Affairs of Vietnam issued Circular 07/2021/TT-BLDTBXH guiding methods to review and classify poor and near-poverty households; determine the income of households engaged in agriculture, forestry, fishery and salt production with average living standards in the period 2022-2025 and report forms.
The method to review and classify poor and near-poverty households as prescribed in Clause 1, Article 2 of Vietnam's Decision 24/2021/QD-TTg is as follows:
- Survey to collect information from households, calculate and summarize scores according to Appendix III and Appendix IV issued with Circular 07/2021 to estimate and determine the extent of the lack of basic social services of poor and near-poor households, specifically:
+ Regarding the level of per capita income (referred to as point A): in rural areas, 140 points is equivalent to the per capita income of 1,500,000 VND/person/month; in urban areas, 175 points is equivalent to a per capita income of 2,000,000 VND/person/month.
+ About the degree of lack of basic social services (referred to as point B): 10 points is equivalent to 01 indicator measuring the level of deprivation.
Classification of poor and near-poverty households:
- Poor households: have A <= 140 points and B >= 30 points in rural areas or A <=175 points and B points >= 30 points in urban areas.
- Near-poverty households: with A <= 140 points and B < 30 points in rural areas or A <=175 points and B points < 30 points in urban areas.
Vietnam's Circular 07/2021/TT-BLDTBXH takes effect from September 1, 2021.
