On June 14, 2024, the Minister of Information and Communications issued Circular 05/2024/TT-BTTTT providing guidance for the construction, appraisal, and issuance of economic-technical norms for public service activities using the state budget in the journalism under the state management scope of the Ministry of Information and Communications of Vietnam.
Methods to develop economic - technical norms in journalism in Vietnam
To be specific, in Clause 1, Article 7 of Circular 05/2024/TT-BTTTT, the methods to develop economic - technical norms include:
- The statistical and synthetic method is based on annual or periodic statistical data (statistical data must ensure reliability and legality for a minimum of three consecutive years from the time of developing economic - technical norms) and relies on practical experience or comparative parameters to establish economic - technical norms.
- The comparative method is based on norms of equivalent tasks, products, and services that have been performed or are already in practice to establish economic - technical norms.
- The standard method is based on standards and legal regulations on working hours, rest policies, and the consumption levels of machinery, equipment, and materials to establish labor norms, machinery norms, equipment norms, and material norms for each task or group of tasks.
- The experimental analysis method involves organizing surveys and experiments according to each process and task content currently conducted under the unit's organization and technical conditions, and using the survey and experimental results to analyze and calculate each component factor of the norms.
- The synthesis method is a combination of the methods stipulated in points a, b, c, and d, Clause 1, Article 7 of Circular 05/2024/TT-BTTTT.
