The Ministry of Public Security has just issued Circular No. 05/2018/TT-BCA stipulating the collection of documents, and the preparation of dossiers to propose the application of administrative handling measures to send to compulsory detoxification centers.
Verifying the residence of individuals being admitted to compulsory rehabilitation centers should be conducted either directly or by sending a Verification Request Form.
Specifically, in cases where officials conduct a direct verification at the residence of the individual undergoing rehabilitation, they must present a Verification Request Form accompanied by an Introduction Letter and an ID Card or Citizen Identification Card.
In cases where the Verification Request Form is sent, the Commune Police where the request is received must organize the verification and send a Response Form to the requesting police department within 5 working days from the date of receipt.
Additionally, the competent authority may first contact via phone the police department at the residence of the violator to verify the information. Subsequently, the Verification Request Form should be sent as stipulated above.
Circular 05/2018/TT-BCA is effective from March 26, 2018.
