Recently, the Ministry of Education and Training of Vietnam issued Circular 49/2020/TT-BGDĐT stipulating standards and procedures for compiling and editing educational programs preschool education; organization and operation of the National Council for the evaluation of preschool education programs.
According to the Circular, the Appraisal Council includes teachers, education administrators, scientists with experience and reputation in education, and representatives of relevant agencies and organizations in Vietnam. The appraisal council must have at least one-third of the total members who are administrators of the preschool educational institution and key preschool teachers. The number of members of the Appraisal Council must be an odd number, at least 07.
According to Vietnam's Circular 49, members of the Appraisal Council must meet the following criteria:
Having university degree or higher; experience, repute, professional qualifications, and knowledge of educational science and early childhood education programs;
Having participated in the development or appraisal of a preschool education program; having related activities contributing to the development or appraisal of preschool education programs; or having at least six years of direct teaching at a preschool education institution.
Note: Participants in program development can not participate in program appraisal.
