On June 6, 2024, the Central Executive Committee issued Decision 165-QD/TW regarding the process of considering and deciding on disciplinary measures for Party organizations, Party members under the authority of the Central Executive Committee, the Politburo, and the Secretariat of Vietnam.
The meeting participants of the Politburo and the Secretariat considering and deciding on disciplinary measures against party organizations or members in Vietnam include:
The Politburo or the Secretariat.
Representatives of the Central Committee for Inspection, the Central Organization Committee, and the Office of the Party Central Committee.
If necessary, representatives of violating party organizations or party members and representatives of the party organization managing the party member may be invited.
The procedures for considering and deciding on disciplinary measures for Party organizations, Party members in Vietnam is as follows:
A representative of the Central Committee for Inspection presents the report and proposal for disciplinary action.
Representatives of the violating party organization, violating party members give their opinions. The party organization with the violating party member speaks. If absent, the representative of the Office of the Party Central Committee presents the self-criticism report of the violating party organization or member and opinions of any related organizations or individuals (if any).
The assigned Politburo or Secretariat member meets with the representative of the violating party organization or member before the disciplinary meeting to report on the results of the meeting and discussions.
The conference discusses and votes on the form of discipline or votes to propose the Central Executive Committee consider and implement disciplinary action as regulated.
In cases where the Politburo or the Secretariat proposes that the Central Executive Committee consider and implement disciplinary action, the Central Committee for Inspection will take the lead, coordinating with the Office of the Party Central Committee to prepare the case files for the Politburo to present to the Central Executive Committee.
If the Politburo or the Secretariat decides not to impose disciplinary action, the Office of the Party Central Committee will notify the Central Committee for Inspection and the relevant party organizations and members in writing.
