Massive reduction in administrative procedures that are not necessary in the agricultural sector in Vietnam

According to Official Telegram 265/CD-TTg, the Prime Minister of Vietnam requested to focus on reviewing and removing legal obstacles, sharply cutting unnecessary administrative procedures in the agricultural sector.

Thereby, creating a favorable environment to promote the development of enterprises in agriculture, attracting businesses to invest in agricultural and rural development, with an emphasis on enterprises applying high technology and deep processing.

With this task, the Ministry of Planning and Investment of Vietnam is the lead agency, and coordinates with the Ministry of Finance, the Ministry of Agriculture and Rural Development and relevant agencies to urgently finalize the Decree amending Decree 57/2018/ND-CP on mechanisms and policies to encourage enterprises to invest in agriculture and rural areas, and submit them to the Government in the second quarter of 2023.

The Prime Minister of Vietnam also promoted technological innovation, digital transformation in agriculture, the application of high technology, processing technology, and post-harvest preservation, considering this a breakthrough in order to improve the added value, production, business efficiency, and competitiveness of Vietnamese agricultural products.

This content is chaired by the Ministry of Science and Technology, in collaboration with relevant ministries and agencies, to urgently finalize the draft Decree regulating hi-tech parks (including hi-tech agricultural zones), submitted to the Government in the second quarter of 2023;

And summarizing the pilot scheme of the public-private partnership mechanism, co-financing the implementation of science and technology tasks under Decision 1931/QD-TTg in 2016 on that basis, proposing competent authorities to consider and promulgate new mechanisms and policies to meet practical requirements.

In addition, it is necessary to diversify agricultural products, promote deep processing and fine processing in order to overcome the situation of "good season with devaluation", depending on the season, and increase the added value of agricultural products. Effectively implement the One Commune One Product (OCOP) program.
