On April 4, 2024, the Government issued Resolution 42/NQ-CP for the March 2024 thematic meeting on law making in Vietnam.
Accordingly, the Government requires Ministers of various ministries and heads of equivalent agencies to continue focusing resources on the work of building and perfecting institutions. Law-making needs to inherit existing legal provisions that have been practically proven and effectively applied; to revise and supplement legal provisions that are no longer suitable to reality in order to remove difficulties and obstacles, thus promoting socio-economic development.
Policies, when built and issued, need to facilitate activities for organizations and individuals in production and business, limit the "ask-give" mechanism, prevent group interests, corruption, and negative phenomena; comply with international treaties to which Vietnam is a member; ensure the synchronization and consistency of the legal system.
Drafting agencies need to research and incorporate public opinions, experts, scientists, and enterprises; refer to and select international experiences suitable to Vietnam's conditions; improve policy responsiveness; enhance digital transformation; boost policy communication to create consensus during the process of building and issuing policies, projects, and draft normative documents.
At the Government's thematic session on law-making in March 2024, the Government discussed and gave opinions on 03 draft laws and 01 proposal for law-making:
(1) Draft Law on Fire Prevention, Firefighting, and Rescue;
(2) Draft Law on Urban and Rural Planning;
(3) Draft Law on Geology and Minerals;
(4) Proposal for making the Law on the Management and Investment of State Capital in Enterprises.
The Government highly appreciates the ministries of Public Security, Construction, Natural Resources and Environment, and Finance for preparing and presenting the draft laws and law-making proposals; the related ministries and agencies actively participated in giving opinions and finalizing the draft laws and law-making proposals with high responsibility.
