On July 17, 2019, the Ministry of Health issued Circular 17/2019/TT-BYT providing guidance on monitoring and responding to infectious diseases and epidemics.
The monitoring of infectious diseases must be carried out across the entire administrative management area assigned for supervision, with particular attention to the following locations:
- Medical facilities;- Areas under infectious disease quarantine;- Areas with ongoing outbreaks, epidemics; areas with previous outbreaks, areas at risk of outbreaks;- Residences, schools, workplaces, tourist destinations, and accommodations of those infected with infectious diseases or those carrying infectious disease pathogens;- Land, rail, air, and sea border gate areas;- Areas affected by natural disasters and calamities.
For the monitoring to become effective, it can be conducted through various types of monitoring such as data collection of indicators (indicator-based surveillance) and information collection and screening from social networks, community networks, and media networks (event-based surveillance).
