Location of implementation of rare medicinal herbs project under the National Target Program for Economic Development of Ethnic Minorities in Vietnam

Circular 12/2023/TT-BYT dated 06/6/2023 amending Circular 10/2022/TT-BYT guiding the implementation of the content of investment and support for the development of precious medicinal herbs growing areas under the national target program for socio-economic development in ethnic minority and mountainous areas in the 2021-2030 period; phase I: from 2021 to 2025 promulgated by the Minister of Health of Vietnam.

Location of implementation of rare medicinal herbs project under the National Target Program for Economic Development of Ethnic Minorities in Vietnam

According to Circular 12/2023/TT-BYT , amending a number of regulations on locations for implementation of rare medicinal herb projects under the National Target Program for socio-economic development in ethnic minority and mountainous areas.

Specifically, the location for the implementation of a rare medicinal plant project must meet the following criteria:

- Being a district with extremely difficult communes or villages in ethnic minority areas and mountainous areas under the decision of the Prime Minister or the decision of the Minister, the Chairman of the Committee for Ethnic Minorities.

(According to Circular 10/2022/TT-BYT, districts with extremely difficult communes according to Decision 861/QD-TTg in 2021 of the Prime Minister approving the list of communes in Region III, Region II and Region I belonging to ethnic minority areas and mountainous areas in the period of 2021–2025)

- Being a district in an ethnic minority and mountainous area with at least 50% of the population being ethnic minorities.

- Having suitable soil and climate conditions for the development of rare medicinal herbs with high medical and economic value.

(Circular 10/2022/TT-BYT stipulates: There is potential to develop rare medicinal herbs with high medical and economic value.)

- For projects that propose to plant and develop Vietnamese Ginseng, it is necessary to have an altitude of 1,000 meters or more above sea level.

Area of implementation of the rare medicinal herbs project

- The total area of the project implementation areas for the cultivation of rare medicinal herbs must be at least 210 hectares, not necessarily adjacent to the plot, including: medicinal plants, workshops, storage facilities, infrastructure for waste treatment, traffic, electricity, and water within the scope and scale of the project.

Priority will be given to supporting projects to develop rare medicinal herb growing areas with high-tech applications.

- The total area of project implementation areas of the High-Tech Breeding Center is at least 50 hectares, not necessarily adjacent to the plot, including: areas for conservation, preservation of genetic resources, leading plants, original varieties, research, selection, testing, production of original varieties, production of commercial varieties, infrastructure, traffic, electricity, and water within the scope and scale of the project.

Circular 12/2023/TT-BYT takes effect from June 6, 2023.
