On March 12, 2022, the Ministry of Home Affairs issued Circular 3/2022/TT-BNV stipulating the list and periodical time limit for changing working positions for civil servants and public employees who directly contact and solve problems. work in the field of local cadre organization.

Accordingly, the list of working positions in the field of organization and staff must be periodically transformed:

- Appraisal of personnel to submit to competent authorities for appointment, transfer, rotation, training and retraining of cadres, civil servants and public employees.

- Organize recruitment of civil servants; exam to raise the rank of civil servants; Examination for promotion of public employees' professional titles.

- Appraise documents to submit to competent authorities for approval on organizational structure and payroll.

- Appraisal of projects on new establishment, rearrangement of agencies, organizations, units and state-owned enterprises, non-governmental organizations, professional associations.

- Appraisal of dossiers of request for new establishment, import, division and adjustment of administrative boundaries at all levels.

- Appraise dossiers to submit to competent authorities to decide forms of emulation, commendation and discipline.

- Allocating training targets and budgets.

- Manage and implement the salary regime for public servants and employees.

Circular 03/2022/TT-BNV takes effect from June 1, 2022; replace Decision 05/2008/QD-BNV dated 26/11/2008.
