List of leadership, management, and public employee positions in public service providers in the field of finance in Vietnam

On January 22, 2024, the Minister of Finance (Hanoi, Vietnam) issued Circular 04/2024/TT-BTC providing guidance on positions of leadership, management, and specialized public employees, structure of specialized public employees in public service providers in the field of finance in Vietnam.

Principles and basis for determining job positions in public service providers in the field of finance in Vietnam

- Leadership and management job positions and specialized finance public employee positions in public service providers are determined according to the principles stipulated in Article 3 of Decree 106/2020/ND-CP.

- The basis for determining leadership and management job positions and specialized finance public employee positions in public service providers is implemented according to the provisions in Clause 1, Article 4 of Decree 106/2020/ND-CP.

List of leadership, management, and public employee positions in public service providers in the field of finance in Vietnam

The list of leadership, management, and specialized finance public employee positions and structures in public service providers in the field of finance includes:

- The list of leadership and management job positions is specified in Appendix I, issued together with Circular 04/2024/TT-BTC.

- The list of specialized finance public employee job positions is specified in Appendix II, issued together with Circular 04/2024/TT-BTC.

Job position descriptions and competency frameworks for job positions in public service providers in the field of finance in Vietnam

The job position descriptions and competency frameworks for leadership, management, and specialized finance public employee positions and structures in public service providers in the field of finance include:

- The job description for leadership and management positions is specified in Appendix III, issued together with Circular 04/2024/TT-BTC.

- The job description for specialized finance public employee positions is specified in Appendix IV, issued together with Circular 04/2024/TT-BTC.

The competency levels for each group in the job position descriptions adhere to the provisions in Clause 6, Article 6 of Circular 12/2022/TT-BNV dated December 30, 2022, by the Minister of Home Affairs, providing guidance on job positions for officials in leadership, management; general professional operations; support and service in administrative agencies and organizations, and job position titles in general professional and support services in public service providers.

- The job description and competency framework for a unit's job position are constructed based on the unit's functions and tasks and the job description and competency framework for job positions in Appendix III and Appendix IV of Circular 04/2024/TT-BTC.

More details can be found in Circular 04/2024/TT-BTC, which comes into force in Vietnam from March 6, 2024.
